No, you misunderstood the concept of a computer.A computer is an integration of hardware and software where the software is used for providing a user friendly environment. The actual operations in a computer is performed by the hardware(switches etc) itself. So what all functions a computer can do depends on its hardware. The software, just controls the hardware. In your case you want to measure 'resistance, voltage and current in any outer device'. For this a Time Management Software computer with software alone is incapable. You need to get the hardware which can measure the 'raw data'(resistance etc) sends it to the computer and the computer gives output after processing it. Such a hardware is called a "Data Acquisition Board". The data cable is just a medium to transmit data between a device and a computer, it is not the Data Acquisition Board.
